[users] Web Wizard?

Hello, I'm fairly new to web building and I've read chapter 16 "Creating Web 
Pages" where you talk about a web wizard but I can't find this wizard in OO 
version 3.0.
It would be wonderful to find this "man" and let him make my web site - not 
to mention my day.
Please help me.
