I had something similar a while back, but eventually traced excessive
CPU usage back to a hard disk hardware problem with the help of Process
Explorer. You might want to try it just to make sure it is OOo.

I run Process Explorer myself, and it is very useful.
Not to ask a "stupid" question, but:
When was your last time you defragged your computer?
Large drive usage could be due to a fragmented drive.
I am running may background programs, mostly security,
but Windows has a lost of other modules that are using
your drive.
I have noticed that I could be at 80% or more in system idle,
and all of the non-background software unloaded, even soffice,
and I still have a lot of drive activity.
Also, there are many times that soffice modules are shown
in a high percent of CPU usage, as well as other software,
as long as it is not over 50% for more than 10 or 15 seconds
at a time, and not more than 20 seconds per minute.
These are my figures, not others.
Try Process Explorer. You may see other things.
ALSO you must have the box checked for ALL users
to be shown in Task Manager. There are a lot of
modules and tasks that are not shown, unless you
check that box for XP and Vista.
