I suspect you are connected to a slow server. Try a different one.

mirror section of OOo's site
http://distribution.openoffice.org/mirrors/#mirrors
It takes me about 5 to 15 minutes to download the latest
version using a FTP server and a broadband Internet access.
I use one of the USA mirrors if I do not use the default
one on the standard download page.
