I am not from the design team. But I use and like Open Office very much. 
It is very good I think.

You can use Open Office on any computer you have. You do not have to pay 
for license fees. It is free. You can not sell it under most cases but 
you can use it.  If you would like help with reading the license, you 
can ask here.

Yes, you can install and use open office free license for all your 
office users. The license says you can.
