IIRC, you're asked that question during the install. If you didn't set
it then or wish to change it later, you can follow these instructions in
Windows:
Changing file associations
Right click on file icon
Select Open With > Choose Program...
Check "Always use the selected program to open this kind of file" and
choose the desired application.
If that method is not available, follow the directions listed here:

I think with 3.x the initial association setting was deferred to the
first use of OOo rather than the installation itself. Not really much
difference, though.
