Highlight the text, right-click over it, click on character on the menu.

A new window should pop. In this windows you should be able to see what
language openoffice believes the paragraph is. You can change the
language in the dropdown box. When a language has spell-checking
available, it shows a mark on the left.

If it shows the correct language and the mark, I don't know what's going
on. If you can give us some extra info or screenshots...
