I cannot see the blank pages via View | Print Layout, though the page count shows the blank pages. I can only see the blank pages via File | Page Preview.

Easiest way is to first export to a pdf. You can then see how the print
goes without wasting paper.

How do I resolve this?

Try TOOLS -> OPTIONS->OPENOFFICE.ORG->WRITER->PRINT
or TOOLS -> OPTIONS->WRITER->PRINT
(Depends upon which version) and uncheck Print automatically inserted blank pages)
