Have you tried "Draw", the graphics part of the OpenOffice.org suite?
It as some charting features built in. Also check out
http://templates.services.openoffice.org/ and
http://extensions.services.openoffice.org/ for templates and extensions
for OOo.
If nothing there will help check out Dia, a structured diagram program,
at http://www.gnome.org/project/dia .
