Your downloaded file would normally have gone to your desktop, unless your browser is set to put it someplace else. There would not be any icons for the various applications, like Writer, until after you do an install (typically by double-clicking the downloaded file). Try searching for a file with a name like
OOo_3.1.1_Win32Intel_install_wJRE_en-US.exe
(the exact name depends on which installation package you downloaded). If you find that, double-click it and see if that starts the installation. Otherwise, please let us know exactly how you downloaded the file (what website, what browser, how you found the download link, etc.) and what you saw at that time.
