There are only 5 files installed in the OpenOffice.org SDK directory and they are setup and config files. There is no IDE program. Can anyone shed light on this?
There is no IDE in the SDK download. Why were you expecting to get an IDE with it?.
The NetBeans IDE has a plugin to make developing for OpenOffice easier. If you are looking for an IDE to develop OOo extensions, you can check it.
