are a lot of people on the list who know much more about openoffice than
I do.
I have never expected an SDK to include an IDE. Most of them are just
documentation, examples and headers. But, I don't do Visual Basic. So
maybe things are different in that "world".
I don't know anything about that 5 files that you are talking about. In
my computer the SDK has quite more files but they are in just 5 dirs, so
maybe that files are just the dirs compressed:
/bin - A couple of utilities.
/examples - A couple of examples, most of them in C++ and Java.
/docs - The documentation
/idl - The API reference
/lib - A couple of libs that you can link from your programs.
Only the examples, doc and idl are useful for a Basic programmer. A
quick google search for OOo and Visual Basic has returned this result, I
believe that it could be what you are looking for:

There is no IDE in the SDK download. Why were you expecting to get
an IDE with it?.
The NetBeans IDE has a plugin to make developing for OpenOffice
easier. If you are looking for an IDE to develop OOo extensions, you
can check it.
