is worse than useless, it has no place in my work environment - let
alone coming without my request. I want a permanent fix.

What I suggested is a permanent fix. At least it turns off any context
sensitive toolbar permanently in version 3.1.1 of Sun Microsystem's
compilation of OpenOffice.org and it used to work in all versions since 2.0.
I tried the same with version 3.0.1 of Ubuntu's compilation and it works
as expected.
