[users] cannot open files

I installed open offfice 3.1 and when I try to open a file I get :THIS FILE 
DOES NOT HAVE A PROGRAM ASSOCIATED WITH IT FOR PERFORMNG THIS ACTION. CREATE AN 
ASSOCIATION IN THE SET ASSOCIATIONS CONTROL PANEL.  What does this mean and how 
do I do it.. I had open office 2.4 and it worked fine until I upgrated to o.o.3
