Macs do not have the Quickstarter that Windows does.
OO.o opens quicker after it has been previously opened on my Mac (5
secs.). You could set OO.o to open on startup, but that would lengthen
the time it takes to boot.

Programs are stored in the Applications folder.
- I'm too new to the Mac - and come to think of it, I'm not sure I
know how to place the appropriate program in some kind of startup folder.
Perhaps you should get a good book on using Macs. I recommend David
Pogue's Missing Manual appropiate to the version of OS X you are using
