Take a look at the Admin doc here: http://wiki.services.openoffice.org/wiki/Documentation/Administration_Guide/Using_Package_Manager There is a section on adding an extension for all users. I have not throughly tested the instructions for Windows though (if I've got a mistake there, let me know).
