The unopkg command line app works on all platforms. I've done some digging, and found this: http://extensions.services.openoffice.org/resources/user/howto_install which has a section on installing an Extension for all users. If you test the info on the Extensions webpage in Windows XP, please let me know if it works and if it's accurate. I'll work on updating the Admin guide (I have to add OSX info as well).
