I just tested with 3.1.1 Sun, 3.1.1 Ubuntu and 3.2.0 Sun, all on Ubuntu.
All show the same behaviour, the one you describe.
My first advice is: learn shortcuts to show a toolbar.
When I start a English developer version (heading towards 3.3.0) the key
is Alt-V-T-X.
Also, you might want to look in IssueTracker if there is an issue or
make one.
