Hello,

Do you have the European Portuguese speller installed (is the a v sign
next to Portuguese (Portugal) in Format > Character > Font > Language
?)
You can install the pt_PT dictionary extension from here:
http://extensions.services.openoffice.org/en/project/ptPTdict
(or http://extensions.services.openoffice.org/en/node/3066)

You can change the language in the Paragraph Style: click on the Style
icon (first on the left in the Format toolbar, normally the second row
of icons in your OOo window)
Right-click on Standard (default Paragraph style) > Edit > Font tab > Language
Now the language will be as you choose in the default style, and other
styles in this document that depend on it.
