As I noted in my original post, it is not that Calc WON'T display things
as I expect, it is just that I want it to do it automatically rather
than go through a specific opening process.

I do this in Excel by giving the html file an xls extension, and Excel
does all the correct formatting.
In OOO, opening an equivalent xls file (not the same because the Excel
file includes MS xml commands) the column width formatting commands are
ignored.
If the file is opened using File -> Open and then the html filter under
Calc selected, the correct formatting is applied.
Therefore, how do I get OOO to automatically apply that html filter when
opening an xls or htm file?

When I want to get some data from an HTML file, in order to process it,
especially with Calc, the only way I know of doing it is by following the
steps, from OOo:
- File|Open the .html file
- Select the table or stuff you want ("Edit|Select All" can be useful)
- Edit|Copy
- File|New Spreadsheet
- Edit|Paste Special, HTML format
The layout is "reasonably" similar to the HTML's. But you can get data from
it! For example, get and process columns of data!
