The only difference that MAY be relevant, is that I run a 64-bit version of Windows 7. That is the only deviation that I can think of.
Just for reference, I'm running the English 3.2.0 on 64 bit Windows 7 (Home Premium). It installed without problems, although, as a matter of principle, I removed 3.1.1 first which may, or may not be relevant.
