It sounds like you are on the right track. I use Calc to design all the
forms I use in business, and I think I know where you are going wrong.
In multiple cell selections you are usually presented with a graphic in
the Format>Cells>Borders dialogue box that has:
a line across the top;
a line across the middle;
a line across the bottom;
and vertical lines on the right and left hand sides, and one in the middle.
These represent the first two rows, if you like, or the last two rows
(and two of the columns).
If you only specify the top line in the graphic then only the top row
will be overlined.
If you only specify the bottom line in the graphic then only the bottom
row will be underlined.
If you specify the top line and the middle line then every row will be
overlined.
If you specify the bottom line and the middle line, then every row will
be underlined.
