It depends on what version of OOo you are using. For 2.0 beta, when you attempt to open a .csv file OOo correctly identifies that it is a calc file, and opens a dialog to confim the delimiters and other text import options.
Once you have these sorted, it then correctly opens the file with the values in the correct column.
