To create a PDF you must EXPORT as .pdf, not SAVE as .pdf.
There is a separate menu item under FILE for this.

There is also a toolbar icon that will "Export Directly" as .pdf. That is what the OP was referring to. You click it and the file is Exported as a pdf with the settings that are in effect in the export as pdf option. The icon saves several clicks so you DONT HAVE TO click file > Export s PDF then select your settings. It is this functionality that he appears to have lost. James, I can find no reason why or how this could happen.
