That means that whatever you did was saved in the per-user (not
per-installation) configuration, which is intentionally (and usually
helpfully) preserved across any reinstallation or upgrade.

You probably put a tick in Tools | Options... | OpenOffice.org |
Accessibility | Options for high contrast appearance | Use automatic
font color for screen display.
And how do fix it?
Remove the tick.
Note that, if this is indeed the problem, the changes to font colour
you attempted would have been successful and would have shown if you
actually printed your document. The setting merely causes the text
to appear in high contrast (normally black-on-white) on the editing screen.
