The Ubuntu version of OpenOffice.org has more nasty bugs than that,
personally I had some problems with a cell function in OpenOffice.org
Calc a while ago. I removed the Ubuntu OpenOffice.org and installed
the vanilla one, which was pretty easy, and since then I had no
problems with any cell function. I recommend everyone to wipe out the
Ubuntu version unless you need the special features of that version.

I am not 100% sure about the reason why Base is missing in the Ubuntu
version, but it could be that Ubuntu is supposed to be quick to
install and perhaps they don't include things they don't think people
are going to use anyway. Just a guess, though. But as some people said
before, it's easy to install all the OpenOffice.org components with
Synaptic (for example), if you for some reason still want the complete
Ubuntu version of OpenOffice.org. If you select ”openoffice.org" for
installation, all missing parts will automatically be installed too,
including ”openoffice.org-base".

Or in a terminal, type:

sudo apt-get install openoffice.org
You will be asked for your password.
