As you say, you can put a graphic in the background, so the trick is
to create a graphic of your required text - and Draw will do that for
you. Here's how:
o Create a new drawing in Draw.
o Click the T in the Drawing toolbar and drag the cursor in the
document to create a text box.
o Type your watermark text in the box.
o Style text appropriately - possibly enlarging the text and setting
its font colour to light grey?
o Right-click and go to Position and Size... | Rotation | Rotation
angle to rotate the text as required.
o Right-click the text box and go to Convert > | To Bitmap.
o Right-click again and go to Save as Picture... to save as a
graphic. (You are saving just the text box here, not the entire Draw
document.)
o Abandon the Draw document.
o In your text (Writer) document, go to Format | Page... | Background.
o From the drop-down menu next to As, choose Graphic.
o Click Browse... and navigate to the graphic you wish to use.
o Under Type, probably select Position.
