Personally I would define a minimum set of page styles for draft use and keep to a minimum the number of page styles in any document that might be "Drafted".

It's a pity that OO.o doesn't directly support water marking, but we have to work with what we have and live in hope. ;-)

The second set of questions may boil down to one: Does NoOp's choice
of the "Watermark" Frame style, with its "Entire page" frame
position, obviate that first set of questions completely?

I can't answer that as I tend to only use frames in context, not as a substitute for page styling. I always tend towards Occam and the derivative, KISS. :-)
