Hi Mark,
Are you trying to fill out the form online? You need to save a copy
to your machine, desk top would be fine, then do fill in the form.

I am not trying to fill it online. I save it, then it is in read mode
only and some of the fields did not work, then I save it locally to
stop if from being in read mode only and then I tried several times
to fill and start over again and it keeps going into read mode.
Strange thing when such an organization entranches itself on the
MSOffice platform. Pretty sad. It should really be an pdf fillable form.

I have seen this before. A work around is to first save the file to
ODT format. When you click on a field to enter data make sure you in
the field and not near the end of it. Enter the information then
delete to the last space, _not_ the last space. For some reason
messing with the last space in the block causes the error you getting.
Wish I could give better news but that is all I have. :(

Thanks for the answer Andy.
Wouldn't you know it, it still doesn't work well. There are just too
many fields to fill and to watch out for the spaces, and so, you
constantly miss one! Doh! I found a workaround that works, although not
as elegant. I loaded the file in as .doc and exported as .pdf. I then
reloaded as a .pdf in OpenOffice and then I could fill in the fields
with the tools for OpenOffice hybrid-odt file. It is a little more time
consuming but works. Apparently, the next version of OpenOffice (or
LibreOffice) should have this fixed.
Another thing that is weird, if someone could confirm this, it would be
great. The .pdf version on that site, the fonts are not well rendered.
It must be the way they constructed the file. You can find the file
here: http://www.arts.on.ca/Page115.aspx and the file is the
"Application" .pdf print version. If someone could check this out too,
I'll write the OAC and inform them of the problems.
Cheers
