Three answers:

o To turn this off completely (an odd course of action if you think it is a "very useful feature"), remove the tick from Tools | AutoCorrect Options... | Options | Apply border.

o When you press Enter, two things happen: the paragraph is terminated and the automatic correction is applied. Writer sees these as two operations, so you can undo the second and leave the first if you immediately use Edit | Undo (or Ctrl+Z).

o If it is too late for that, note that the line is actually a bottom border to the paragraph just ended. With the cursor in that paragraph, go to Format | Paragraph... | Borders (or right-click | Paragraph... | Borders) and make the required change there.
