once in a while this feature gets in the way and can be annoying. How do I turn it off?

That is a curious response, for I just told you that it gets in the way. That is why I would want to disable it for that part of the document, and I might want to turn it back on.
o If it is too late for that, note that the line is actually a bottom border to the paragraph just ended. With the cursor in that paragraph, go to Format | Paragraph... | Borders (or right-click | Paragraph... | Borders) and make the required change there.

I trust this helps.
I was aware of this setting and should have mentioned it.

While this is said to work for some versions of MS Word, in OO.o 3.2.1, making this change does not remove the fancy line for me, nor it does it appear to disable the feature.

What now?
