I'm not sure what your evidence can be for this last statement, as it's simply untrue. Microsoft Office 2007 (and presumably 2010) will open Open Document files. Indeed, an installation of Office 2007 appears to associate .odp with Powerpoint by default.

ODF "support" started with SP2 of Office 2007. Lots of compatibility issues, though -- the plugin (no longer free with the switch from Sun to Oracle) is much better, and it's still better to stay with MSO filetypes for interoperability.
