It looks to me like you're after two lines - a vertical one and a horizontal one each bisecting the page. Click on the 'line' tool(*), and drag out a line with the mouse with the shift key pressed, which will help make sure the angle is correct. Select and right-click on the line and select 'position and size' and manually enter the relevant position (you need the paper size, of course).
