Yes, OOo can deal with thousands of different number formatas in ~150 languages. Just set up the right locale context, do the import and apply any locale with any number format _after_ you got the correct values imported.

It is very important to be clear about the difference between value and formatting.

In this particular case we've got to importe in US locale context and replace the wrong year digits because US date "Dec 12" is taken as this year's 12th of December but we know that it is supposed to be a 2011 date.
