This is NOT an issue with OpenOffice.  This is an issue with the
keyboard settings within windows.  Check Control Panel and Keyboard.

I can duplicate the ill behavior by messing with the key repeat
settings.  I'm unfortunately running windows here at the office and the key
repeat works fine, holding down the spacebar results in the cursor
marching across the screen.

Fix your windows system.
