 :) Good to hear from someone!
 I see no reason to suspect that there is anything wrong with my OO
 install.
 What is lacking is my knowledge of how to manage headers and my
 lack of grasp of the underlying architecture. 
 I got a reply from the forum. I'm going to quote the response that
 I got from the kind person there, and then my response:

 Forget what you have tried and do this. 

 This assumes that you are working pages that already exist. Go to
 the page where you want this numbering to start. Put your cursor in
 the very first paragraph. Do Format > Paragraph > Text Flow tab, in
 the Breaks section check both boxes and set the page number on the
 right by the 2nd box. 

 Click in the header and do Insert > Fields > Page Number. 

 Note that if you give a physical odd page an even number (or vice
 versa) then OOo will insert a blank page (visible at File > Page
 Preview) to enforce its rule that all documents start with a right
 page that is numbered 1.

 1)Yes, now there is a blank first page. How can I get rid of that
   blank page? 

 2)The header font color is now a dark yellow. How do I change the
   color? 

 3) The target format is to have text on the left side of the header
   and the page number at the right. If I type in text, the page
   number is now on a second line on the left and I can't back it up
   so it is on the first line of the header on the right. 

 4)There are now '|' - like characters to the left of the header
   outside of the header boundaries and I can't get rid of them. 

 The header can have only one line.
