Yes, unfortunately, we are aware of those dishonest and unlawful actions. But there's not much we can do about it, since the license allows to charge for the software. If you go to the German OOo-Website (http://de.openoffice.org) you will see a link in a red box, named "Warnung vor Download-Abofallen" (links to http://de.openoffice.org/abgezockt/). This link opens a website that explains the matter in great detail and gives some more information what the "Verbraucherzentrale" (loose translation: user central or customer central) suggests to do in those cases. In brief - your friend can just ignore the invoice and the reminder as well. But your friend should try to get some legal advice, just in case.
