The behaviour is the same in my version, 3.1.1 for Windows XP.

Yes. I've opened it in Microsoft Word 2007, made an inconsequential change, and saved it again as .odt. It now opens safely in OpenOffice Writer. I doubt whether thousands of list subscribers want to see the result, so I'll send it to you privately. There are evident style changes, so you will have to do some work to put the document back into shape. This would have been easier if you had used styles instead of - as appears to be the case - local formatting,
