"Transfer of Human Resources" is too corporate a term for Apache
OpenOffice.org. An important point about the Apache Software Foundation. It is
a community of individual volunteers. Some companies might ask their employees
to work on a project, but no one who is involved represents anyone more than
themselves and no company owns the results. The ASF does not pay developers to
work on projects, it is a volunteer organization.
