As I recall, the problem covered by the patch was present in 1.1.3 and earlier versions as well as 1.1.4--but the patch was only created for 1.1.4 (the current release). The fix for 1.1.3 was to upgrade to 1.1.4 and then apply the patch. Note 1.1.4 also contains bug fixes and other minor updates that have been developed for the 1.1.x series of releases.
So getting 1.1.3 would be, in reality, similar to getting 1.1.4 and not applying the security patch.
