Any file locking by applications usually involves files with a .lck extension. Do a system wide file search and see if any are present. If there are some, delete them. If the apps need these lock files, they will be regenerated.

You aren't looking to hear this, but it sounds as if there is a corrupted file somewhere in W98. Some glitch during installation, probably. I can't recall ever successfully recovering from this type of problem by merely re-installing W98 on top of what's already there, but that's where I would begin. If that doesn't work, based on the symptoms you're describing, the shortest path to a solution is to reformat and reload.
