OOo has a nasty habit of flipping the upper 128 characters from non-Unicode fonts to garbage, when they are being printed out. That doesn't explain why garbage appears when the PDF is printed out, though. Something else to try. Create a style for the IPA characters, with the language set to "none". See if printing that out still gives you garbage. Also at ">Formt >Styles >Catalog >Modify >Font" what does the line at the bottom of the screen say? It should say something like: "The same font will be used on both your printer and your screen". If it doesn't, then the problem is with the font substitution that OOo makes, when printing files out.
