I am not involved in the composition of the distribution, just a simple user, but I have been subscribed to several OOo lists for a long time. One of the major issues/complaints that appear on this and other OOo lists is the size of the software download. The most recent beta for Linux is a 101.3Mb download and if it were possible to bundle JRE this would increase by something like another 15.3Mb. For those like me with the luxury of a high speed broadband connection, this is not a major issue, but for those with dial-up connections this is a very very serious consideration. Furthermore, most Linux distributions come with Java on the installation DVD/CDs. Many people may well already have Java installed on their computers (regardless of the OS used), since Java is widely used on many websites. It is clearly stated on the OOo website "Installation Instructions" and "System Requirements" pages that Java is optional and links to the Sun Java download site is given on those pages.
