Have a look at the faq for OOo concerning default templates, below :
http://user-faq.openoffice.org/faq/index.html-toc.html

In regards to headers and footers. They are treated differently in OOo
than in word. There will also be some small conversion problems
between OOo and M$ products. One suggestion would be to convert your
templates to OOo format, then make them default templates. This will
remove any conversion problems.

Once a document has been created from a template you can then save it
in any format for those that may not use OOo.
