It doesn't work that way, at least it didn't on 1.9.113 as I tried it this morning. If you leave off the "AM/PM" part the thing reverts to 24 hour format. Try your testing doing what you said before on 16:30:22 in the cell or 4:30:22 PM. What you will probably notice is that as soon as you take away the "AM/PM" format code in the properties of the cell, it will revert to 24 hour format.
What we need is a way to format it in AM/PM without having to have the AM or PM at the end of the time.
