Star office in it's pre Sun days was available for System 7+ and was available under some kind of open license (i.e. you could download it for free). I don't know how easy it would be to find, but I know it was available -- I am not sure that this is really worth the effort though, if you really need Open Office, Yellow Dog Linux might be worth taking a look at, particularly as you can run Mac programs using MOL, if you just need an "office" package AppleWorks should work or better yet, if your hardware will support it, OSX. If you install it with classic support, I have not found anything that won't either under 10 or under 9.2 and you could have the best of both worlds.

No, there is not. MacOS, prior to MacOS X, was missing too many of the basic functions that a modern operating system is expected to supply (which is, after all, why Apple replaced it).
