For somebody who is buying a second computer, or upgrading, yes.

I'm assuming that the OS will be Linux, BSD, or variant thereof.  [
GPL or similar licence.]

For the network card, I tossed in one from my DosBox. [It would have
stayed in that machine, if I had DOS network drivers for it.  I would
love to get TCP/IP working on my DosBox again.  Alas, I accidentally
deleted that software, and haven't found it since.]
