All releases of OOo for Windows that I have ever seen were ZIPped, so I
don't understand your comment about your prior downloads not being zip
files.
If you haven't verified the MD5 checksums for your downloads, you should
do that first. The links to that process are on the download page where
you select your OS, language, and the mirror to use.
If the MD5 checksums are correct, try removing and reinstalling your
7-zip application. Or you might download the trial version of WinZip
just to try a completely different environment.
