Tom, It is a common problem with windows (not just OO).
MS has developed a program to help uninstall "unclean" files (ones that didn't/don't uninstall well). They publish information about it on their KnowledgeBase. It is called the "Windows Installer CleanUp Utility" I got stuck after installing too many versions of openoffice (I'm a gluton for punishment) ignoring partial un-installs and taking half measures to fix it. It worked for me.
