Create language specific cell styles for Calc.
Create language specific numbering, paragraph, and character styles for Write.

Name them something like Turkish_header_1, English_header_1. etc.

http://oooauthors.org/en/members/tutorials/multilingualooo/ has a
heading "blank page".
The blank page is nothing more than a blank .sxw document that
contains the roughly 1 000 styles, of which 250 or so are language
specific. The idea is that it is a starting point.

That requires you to change a setting in WinXP. Since I don't use
WinXP, I do not know what that setting is. [It probably is something
as simple as changing it to always be on top.] [I'd also suggest that
you configure a key combination to change keyboards from QWERTY to
whichever Turkish layout you use.]
