There is no charge for the program. You only pay for what ever it costs to
actually download the software (which is ~65mb). You can get OOo on CD for
approx $5 from most of the vendors available.
OOo comes with limited clipart built in. There is, of course, facility to
add more. There is a huge amount of clipart available here :
